Biography

As Senior Director, Business Partnerships, Jay is responsible for developing and implementing strategies that address and meet the needs of businesses in Indianapolis. With more than 15 years of national workforce development experience, Jay is charged with leading a team of business development and account management professionals who assist Marion County employers in addressing their workforce needs and accessing untapped, diverse talent pools through an ecosystem of stakeholders and partners.

She has a history of leading high performing teams, innovative work-based learning programs and managing multi-million-dollar contracts. Jay has managed WIOA Adult, WIOA Dislocated Worker, WIOA Out of School Youth, TANF and various privately funded workforce programs. Prior to joining EmployIndy, she spent 7 years working with the largest private provider of workforce services. During her tenure, she held several roles including Manager, National Business Solutions and Project Director in Charlotte, North Carolina. She has been responsible for turning around under-performing projects to improve community workforce impact and honored with the “Most Improved Project Performance” recognition.

Jay is an Indianapolis native. She graduated from Broad Ripple High School and holds a Bachelor’s degree in Management from Indiana Wesleyan University. Jay earned her Six Sigma Green Belt through the Six Sigma Racial Equity Institute and is a participant in the 4th Cohort of the Diversity in Leadership Program

TIF Training Grants

The funding for TIF Training Grants comes from the NextLevel Jobs program, overseen by the Indiana Department of Workforce Development. These grantees are reimbursed for their work to hire, train, and retain Indianapolis workers. It removes the financial barriers that many employers face during the hiring process and allows them to provide opportunities for growth and employee success throughout the training process.

The vision behind NextLevel Jobs stems from the need to engage the current workforce and provide individuals with opportunities to grow within their company. In order to receive reimbursement for hiring and training, the employee must stay on for at minimum six months.
