This past year demanded resilience and collaboration. As we look back on 2024–2025, I’m proud to share how our work together expanded opportunities and strengthened career pathways for residents and employers across Indianapolis.
Our partners, staff, and community came together to connect individuals to career pathways, strengthen employer-led solutions, and help people gain the skills and confidence they need to succeed in a changing economy. More than 7,400 residents engaged in coaching and training, over 38,000 career-connected learning experiences happened throughout the ecosystem, and employer partners helped generate more than $5.8M in increased wages through job quality initiatives. This progress reflects the collective strength of our workforce ecosystem.
It also reflects the strength of our shared commitment — to access, collaboration, and ensuring every resident of Marion County has the chance to succeed. Because at its core, Employing Indy means empowering Indy — strengthening pathways that help residents build skills, find purpose, and access opportunity.
As I share this report, I do so with both pride and gratitude. After more than three years as President + CEO, and nearly ten years with EmployIndy, I will be stepping down on December 5, 2025. Stewarding EmployIndy’s mission has been an extraordinary privilege and defining chapter in my career. I am deeply thankful to our Board of Directors, staff, and partners for their dedication and steadfast support, and I am confident that EmployIndy will continue empowering residents and employers to reach their full potential for years to come.

Jerry Harrell, Talent Acquisition Consultant for the State of Indiana, has successfully hired 30 candidates with support from EmployIndy.

The partnership goes beyond finding candidates, with EmployIndy providing insight into local workforce trends, early alerts on economic shifts, and support in responding to Marion County’s evolving employment needs.
“EmployIndy services go beyond job fairs and referrals,” said Harrell. “They monitor the pulse of local economic growth and needs. They are closely tied to what happens in our city and in our county.”
Recently, Talent Connection surpassed a major milestone, placing 1,000 candidates in good and promising jobs. With an average salary of $63,781, these placements reflect EmployIndy’s commitment to helping businesses invest in job quality and wage equity, creating high-quality experiences for workers, and sustainable growth for employers.

EmployIndy and Ascend Indiana have partnered with Ascension St. Vincent to design a best-practice Certified Medical Assistant (CMA) training program, supported by American Rescue Plan Act (ARPA) funds through the City of Indianapolis. This initiative creates a sustainable pathway for adults seeking CMA certification and employment while directly addressing critical staffing shortages in the healthcare sector.
“The significant demand for highly skilled Certified Medical Assistants (CMAs) led Ascension St. Vincent to connect with EmployIndy,” said Rachel Callahan, a Certified Medical Assistant at Ascension. ““With a projected 15% growth in healthcare jobs, we needed to build internal talent and attract new professionals to fill open roles.”
A major barrier that Ascension St. Vincent observed was the financial strain of unpaid externships on students, which often led to low completion rates. “The perception was that students did not take their externships seriously, partly because completing unpaid externships created a significant financial burden for them,” Callahan noted.
With leadership from EmployIndy and Ascend Indiana, healthcare providers shared best practices, and ARPA funding enabled stipends for externship participants—boosting completion and reducing financial stress.
The program’s impact is reflected in participants like Sparkle R., who transitioned from customer service to healthcare at age 30 despite fearing it was too late to make a career change. Inspired by her child with autism, she aimed to create more comforting experiences for patients with disabilities. “This program gave me the confidence and skills I needed,” she said. Sparkle now works at AMG Cardiology and aspires to become a Cardiac Sonographer.
Looking ahead, Ascension hopes to expand the partnership with EmployIndy. “Funding cuts are affecting our ability to sponsor students,” Callahan noted. “We’re exploring sustainable models to continue offering paid externships.”

Company was able to conduct a compensation and benefits analysis for several open positions, ensuring their offerings were competitive and attractive to quality candidates. “We leveraged our partnership with EmployIndy, and their access to labor market information, to evaluate several of our open positions through a compensation and benefits analysis,” said Bernie Sponsel, Human Resources Manager at E.M. Company. “With their help, we feel confident that our offerings are competitive and will attract quality candidates.”
Beyond the recruitment strategy, EmployIndy also supported E.M. Company in upskilling its existing workforce. Next Level Jobs training grants supported apprenticeship training for eleven employees across three trade schools—demonstrating how strategic investment in talent development benefits both businesses and workers.

September is Workforce Development Month and EmployIndy is leading the way in building employer-driven workforce solutions. By engaging businesses at every step, EmployIndy ensures training matches real industry needs, reducing hiring gaps and boosting local economic growth. Across the Midwest Urban Strategies network, industry-driven strategies are at the heart of workforce success. By partnering with Howard Companies, a leader in asphalt paving and maintenance since 1960, we’re supporting training that leads directly to high-wage jobs in the construction sector.
Howard Companies knows that competitive wages and a strong company culture are key to retaining talent. With support from Next Level Jobs (NLJ) 7.0 funding, administered by EmployIndy, the company trained general laborers on heavy machinery during the off-season — a time when many would typically face layoffs due to weather. This proactive approach boosted morale, improved retention, and helped workers build skills and certifications that support long-term career growth.

In addition to NLJ funding, Howard Companies also earned certification as a Good Wages Initiative employer, committing to pay full-time employees at least $18/hour and provide access to health insurance. A military veteran with a highly skilled and specialized background, Bryan lacked connections and an established network in Central Indiana, making his employment search a challenge. “I was working with several job search assistance programs with no luck before being referred to EmployIndy,” said Bryan. “I was more than a piece of paper or number and I’m sincerely thankful for their support and guidance.” Through EmployIndy Talent Connection, Bryan was connected to Knowledge Services where he’s now a Senior Information Systems Security Officer. Bryan’s journey is one of many that demonstrate how personalized support and employer partnerships can transform lives—and strengthen our local workforce.
While job seekers benefit from personalized support, EmployIndy Talent Connection also delivers measurable value to employers. In the past year alone, 1,233 unique businesses partnered with EmployIndy to strengthen their workforce strategies—from talent attraction and retention to leveraging labor market insights.
“EmployIndy has helped ensure that our programming remains aligned with broader workforce strategies and that it provides meaningful opportunities in healthcare for young talent in Marion County,” said Claudia W. Montes Salinas, Senior Project Manager at IU Health. “With their help, we’re inspiring the next generation of professionals.” Through IU Health’s Mosaic Center, they have had a strong and consistent partnership with EmployIndy, resulting in better outcomes for their clients and our city’s residents.

EmployIndy partner Dallara established its first U.S. location in Speedway, IN in 2012, with an initial focus on motorsports. Since then, the company has broadened its scope to include defense, aerospace, and e-sports, resulting in rebranding as the Dallara Experience Hub. Over time, they have successfully leveraged EmployIndy resources to develop their talent pipeline and take their organization to the next level.
Dallara has long demonstrated a commitment to youth development, offering work-based learning opportunities and employing motorsports engineering interns from IUPUI. Dallarra and EmployIndy’s partnership began with the Talent Bound program, welcoming high school students for facility tours and career exploration and hosting TIE IN Events. They also recently joined the Modern Apprenticeship Program, hiring a student from Purdue Polytechnic High School for a three-year apprenticeship as well as recently hosting the Modern Apprenticeship Signing Day 2025, further demonstrating its dedication to workforce development and community engagement.
Additionally, the company leveraged the Next Level Jobs Training Grant to upskill employees in composite technology, quality control, and CATIA V5 software. Terri Talbert Hatch, Administrative Consultant at Dallara, shared that “the Next Level Job Training Grants forced us to be more organized in our training. In the racing business, things move fast and can quickly pivot. But with the grants, we have to think, prepare, organize, and set aside specific time for training. This benefits everyone within the organization.”
Continuing its educational mission, Dallara recently celebrated the grand opening of the Purdue University Indianapolis Motorsports Engineering Program within its facility. This collaboration allows students to engage in both classroom instruction and hands-on technical work on race cars, helping to cultivate a highly skilled workforce for the racing industry.
EmployIndy, alongside our employer and school partners, gathered at the Dallara Experience Hub in Speedway to proudly recognized 17 modern youth apprentices who graduated from the Modern Apprenticeship Program (MAP), as well as introduced a new fifth cohort of apprentices and employers participating in the program at the 2025 Modern Apprenticeship Signing Day event.
MAP, a three-year program, connects Marion County high school students with local employers, providing a path toward discovering passions and developing skills to help them thrive in growing and in-demand industries including healthcare, information technology, education, business operations, financial services, and more.
During their time in the program, each graduating apprentice from the first cohort earned their high school diploma, an hourly income from their employer, college credits, industry certifications and credentials, and first-hand, relevant job experience—multiplying their options after graduation. The new fifth cohort of 16 apprentices, selected from hundreds of applicants, will begin the program in their junior year of high school, splitting their time between the classroom and the workplace.
“We’re always excited to celebrate these groups of students who are taking control of their futures with the opportunity to earn money, college credit, and professional connections while still in school,” says Marie Mackintosh, President + CEO of EmployIndy. “Our employer partners are invaluable in not only equipping these young professionals with valuable skills, mentorship, and opportunities for long-term success, but also finding a strategic solution to close the skills gap and co-develop their next generation of workers.”
As a talent strategy and experience offered through Talent Bound, EmployIndy’s career-connected learning continuum, MAP helps employers tap into diverse talent pools—building strong talent pipelines to meet both short- and long-term staffing needs. The program creates a structure for employers and educators to be part of workforce solutions while removing barriers, so all Marion County students have equitable access to career-ready training and jobs in high-demand fields.
The Modern Apprenticeship Signing Day event, taking place annually, marks the beginning of the apprentice-employer journey as the students sign a formal certificate of acceptance for their positions. As part of this commitment, the employer will mentor and support the student as they navigate an in-demand role within their respective organization. During the 3-year experience, EmployIndy, Marion County’s workforce development board, actively supports apprentices, employers, and general programmatic outcomes for Modern Apprenticeship.
EmployIndy is proud to celebrate our partnership with OneAmerica Financial, a company demonstrating its commitment to workforce equity and economic mobility. Having recently been certified through EmployIndy’s Good Wages Initiative (GWI), OneAmerica has pledged to provide competitive wages that support the financial stability of their employees. By committing to paying at least $18 per hour and offering health insurance benefits that promote long-term career growth, they are setting a strong example for employers across Indianapolis.

Having hired five apprentices to date, two of which have completed the program, they provide students, like Zion Peterson, with hands-on experience in financial services while they complete their high school education. By fostering early career pathways, OneAmerica is not only equipping young professionals with valuable skills, mentorship, and opportunities for long-term success, they’re finding a strategic solution to close the skills gap and co-develop their next generation of workers.

When Patrick Evans first connected with Edna Martin Christian Center (EMCC) in August of 2024 he had recently been released from prison and had never held a job before. But with the support of EMCC and EmployIndy, Patrick found a path forward—one paved with opportunity, training, and unwavering support.
At EMCC Patrick enrolled in a work readiness program where he honed his interviewing, resume, and professional skills. He showed up every day, committed to learning and building a foundation for his future. After completing the program, he even took an additional customer service class to further prepare for employment.
Having gained important employability skills and looking to take that next step towards a career, EmployIndy’s Talent Bound Manager, Dwayne Donigan, coordinated a fully funded four-week paid internship work exchange (WEX) opportunity for Patrick at Gleaners Food Bank of Indiana. His training in customer service and the skills developed at EMCC made him a strong candidate, and Gleaners took notice.
“Patrick showed up to the interview right on time, and he came prepared with all his certifications and an updated resume. He was not only professional and polite but also greeted us with a friendly smile,” said Stephanie Dodds, Recruiting and Retentions Specialist for Gleaners. “We were really impressed with him throughout the interview process.”
Fast forward and Patrick has continued his remarkable stride. Now past his 90-day mark, his supervisors at Gleaners have had nothing but praise for his attitude and performance. He has transitioned from a WEX participant to a valued employee in their warehouse shipping department. “Patrick has become a fantastic addition to our team, and we couldn’t be happier with his performance so far, “said Dodds. And after receiving an outstanding achievement award from EMCC, he had the privilege of delivering a heartfelt speech to his peers at EMCC over the holidays.
A community-based organization (CBO) in YES Indy’s network of CBOs, EMCC’s support extended beyond training. When Patrick faced car troubles, they went above and beyond, waking up early to ensure he could get to work on time. Now, they are assisting him in securing a reliable personal vehicle, further solidifying his independence and stability.
Gleaners, inspired by Patrick’s growth and professionalism, is eager to collaborate with EmployIndy again in the future as they seek to recruit and fulfill their talent needs.
In 2024, 10,923 clients and participants enrolled in coaching and training through EmployIndy programs and initiatives, with 275 certifications earned in advanced trainings across the YES Indy network. When adults struggle to find the next step in their careers or feel stuck in their professional journey, adult education providers and community-based organizations can play a vital role in providing necessary education and training to help them advance. Often, this is made possible through the funding and support provided by intermediaries, like EmployIndy, who serve as strategic workforce development leaders, funders, and conveners in their regions.
For MSD of Warren Township’s Program of Adult and Continuing Education, American Rescue Plan Act (ARPA) funding provided by EmployIndy helped them connect Vincent Oliver to a training opportunity that’s provided him with growth and stability. Looking for steadier employment and having an interest in construction, Oliver enrolled in the BY Construction Training program located at Warren’s Adult and Continuing Education center, earning his OSHA 10 Certification and NCCER Core Credential. Not long after completing the program, he was hired by HG Metals where he’s training to be a welder.
As a workforce intermediary, EmployIndy invests over $20 million in public, private, and philanthropic funds annually to support our partners and create economic opportunity and remove barriers to employment for both youth and adults, like Oliver. When the COVID-19 pandemic hit, workforce intermediaries across the country were tasked with helping distribute financial aid that would “extend a lifeline to the unemployed” through bolstered reemployment, education, and training efforts. In addition to using ARPA funding to support a cohort of local adult education providers, like MSD of Warren Township, EmployIndy also began hosting a community of practice to provide guidance as these providers aimed to keep their programs and services going amid a national crisis. To date, these providers have used EmployIndy’s guidance and ARPA funding to help 594 Indy adults earn HSE diplomas, 918 earn training credentials, and 1,543 earn job placements.

On February 11th, Lilliana Mendoza stood on stage in front of over 110 Jobs for America’s Graduates (JAG) students from 15 local high schools and 3 local middle schools as she was named JAG Indy’s Outstanding Senior at the 2025 Regional Career Development Conference (CDC), an annual career development competition where students can demonstrate the employability skills they have learned in their JAG classrooms over the course of the past year.
For Mendoza, a senior at Arsenal Technical High School, caring for those in her community and prioritizing her education have been important values, instilled in her by her parents, that have helped her be an active leader in her JAG program. Nominated by her peers to serve as JAG student president, Mendoza logged 160 hours of volunteer work with Meals on Wheels during summer breaks.
“JAG gives you a place to be your best,” said Mendoza when asked what made the program special. In addition to offering students career-connected learning experiences and opportunities to build their leadership and employability skills, JAG Indy utilizes “Specialists”, who are located full-time in participating schools, to support students with ongoing career guidance.
After having doubts about which path to take after graduation, Mendoza sat down with her JAG Specialist at Arsenal Tech, Dejanae King, to identify her skills and interests that could lead to a rewarding career. Having cared for animals from a young age, they explored related career pathways, with Mendoza ultimately applying for and being accepted into Purdue University’s Pre-veterinary Medicine program.
In addition to the support that JAG students receive from their Specialist while in high school, they also receive regular follow-ups after graduation. “My JAG Specialist is very supportive, and I think the check-ins will help keep me accountable as I pursue my degree,” said Mendoza.
Being named the Outstanding Senior for region 12, Mendoza will move on to compete for the top honor against the other eleven workforce development regions at the JAG State Career Development Conference in March.
JAG Indy is a state-affiliated program, based on a national model, that aims to keep young people in school through graduation and provide career-connected learning experiences that will lead to career advancement opportunities, or enrollment in a postsecondary institution that leads to a rewarding career. Having recently expanded with new programs at two Marion County high schools and six Marion County middle schools in 2024, JAG Indy programs boasted a 98% graduation rate as well as a 75% full-time positive outcome rate, with the latter highlighting the percentage of students that entered full-time employment and/or further education.
